Abstract: The research unit, OBSERVARE, has formulated a working group for the research project designated Cities and Regions: paradiplomacy in Portugal. This project is linked to one of the three major lines of inquiry by the Scientific Council of OBSERVARE entitled Peoples and States: Constructs and Interactions, envisioning a contribution to understanding the role of international actors seen in its genesis, dynamic and evolutionary dimension, and manifold relationships.
