Abstract: On November 27, 2014 the Organization of Petroleum Exporting Countries (OPEC), meeting in Vienna, decided not to cut production: its production ceiling of thirty million barrels per day was thus not lowered. It was a decision influenced by big changes that had taken place in the world oil markets-unexpected changes that came about very rapidly.
