Abstract: The objective of this study is to review the literature on epistemic communities, analyzing the concept and setting out the main arguments of the authors. In the first section, we present a proof of concept and the main arguments on epistemic communities. The second section is an analysis of the role played by the academic elite. In the third and final section presents a case study on the regulation of the use of stem cells in Brazil and the participation of scientists.
